Allow moving popovers

At least in desktop, allow moving popovers to a custom position so they do not oclude the thing you are modifying and you can clearly see the entire thing. In example, in a screenshot, when switching between templates, the popover ocludes the screenshot and I cannot clearly see the entire screenshot without closing the popover.
